I'm in northern Virginia and have been collecting bids on 27 windows in all -- 11 oversized double hung windows and 5 transom windows.
Kensington Kingston: $14,800
Comes with low-e glass, argon fill, and foam fills in frames.
Vinyl-lite Double Hungs: $16,300
Comes with low-e glass, argon fills, foam fills in frame.
Vytex Fortis: $17,200
Comes with Energy Saver glass, argon fill, and foam fills in frames.
Ideal Majestic – $17,200
Comes with low-e glass, argon fill, and foam fills in frames.

Jeff, the best value in that bunch is probably the Vytex Fortis or the Ideal Majestic series. I've never heard of the Vinyl Lite windows, so I can't speak to their quality. The Kensington Kingston is not a bad window though for the price quoted.
