"I asked this question on reddit, but did not get much of an answer so I thought I would try you as well. No worries if you don't have the goods on these guys. Anyway, I live in Orange County and the GC I'm working with is recommending Value Windows And Doors for our replacement windows. Value manufactures their four or five lines of windows near the San Gabriel valley area and extrudes the vinyl "next door" in the city of Riverside.
One poster also said that the company uses Cardinal glass and approved metal hardware. Do you have a take on these guys? Price point between these and the Milgard Tuscany are more or less identical."

Editor's Advice:
Brendan, Value Windows And Doors appears to use decent/good parts, hardware, and components. Their units are a bit lighter than top-of-the-line offerings (2 3/4 depth as opposed to 3 1/4 on units like the ProVia Endure). Their U-value and STC numbers look decent. I was unable to get any data on their air infiltration rating online. I did look through their window line and the units look a bit bulky to me, but they don't look bad.
Unfortunately, I've never installed or held one, two things I like to do before I give a thumbs up. Generally, it looks to me like a decent unit with decent parts that's decent looking. So kind of a mid range vinyl window. If it's this or the Milgard Tuscany, I would go with the Tuscany. Milgard is a big and well respected name in the business and I'd rather have that name behind the work than Value. Had the price point been lower, I would have given the nod to Value.

"Hi Dane, I'm forwarding the RBA quote. I signed yesterday and will cancel today - i got 3 days. I'm doing my research now and see how expensive these Renewal windows are. would appreciate a comparable vinyl window at a lower cost. 12 windows, 1 patio door, total: $41K. I'm getting a bid on a company called Value Windows And Doors on their vinyl window, so I'm guessing it will be plenty less. We shall see."

Keith, here is my list of windows for you to take a look at. That Renewal bid is pretty darn high - I'm not sure how they can get away with it so often :) Have not heard of Value Windows yet, but I will take a look and let you know what I find.
